Two more people have been arrested related to a theft at London's Heathrow Airport where 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. Both individuals are still being held, authorities confirmed.

The arrests follow a probe into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, two women were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was among the those hurt during the incident. A total of five individuals were taken to the hospital for medical care and have since been discharged.

Officers detained a 31-year-old man for suspected theft and assault near the location. He has since been released pending further inquiries while inquiries continue.

Police were alerted at about 8:10 in the morning GMT after reports came in regarding several people injured by an irritating chemical believed to be pepper spray.

The assault - which police said was isolated and not considered an act of terror - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 parking facility briefly.
